| Parent Requirements |
Married couples and singles over 25
years of age can adopt from Ukraine. There are no stated upper age limits, but parents
must be at least 15 years older than the adopted child. No other restrictions apply. |
| Available Children |
There are infants and toddlers
available for adoption. Both males and females are available, the timetable for females is
usually longer. More than one child can be adopted at the same court hearing, and they do
not have to be biological siblings. |
| Adoption Timetable |
Although this schedule is subject to
change, at the time of this writing the adoption timetable is very fast: between 3-6 months from dossier submission until
travel for adoption depending on the age and sex of the child. |
| Method of Referral |
The adoption program in Ukraine is
quite different from most other international programs. Dossiers are sent to the National
Adoption Center (NAC) in Kiev, Ukraine, where prospective adoptive parents are accepted or
rejected to adopt. The NAC then issues an invitation to the parents to come to Ukraine to
meet and select from several children in the orphanages. Medical reports are provided in
conjunction with these meetings, and parents are permitted to request (at additional
expense) further medical opinions/assessments as needed. If they are not satisfied with
the children offered, the parents may return to the NAC to review other children at the
same or different orphanages. Once their selection is finalized, the adoption proceeds to
its completion. |
| Travel Requirements |
Presumably both parents want to
share in the selection of the child/ren, and both parents must be present in the court
hearing. If necessary, both parents could travel for child selection and court, and leave
one spouse for adoption finalization and immigration processing. The total time spent in
Ukraine averages 21-25 days. Immigration processing is done through Kiev,
Ukraine at the U.S. Embassy. |
